JESUS MENOCAL SR.
Jesus “Jessie” Menocal Sr. brings over 40 years of active law enforcement experience. He served as Chief of Police in a South Florida municipality for 10 ½ years and continues to serve as an active law enforcement officer with a local agency. Since 1987, Jessie has been an instructor for the Police Academy, playing a key role in the development and implementation of active shooter response curriculum expertise he also brings to the private sector.Jessie is an NRA certified firearms instructor and a recognized subject-matter expert in firearms, defensive tactics, and tactical SWAT operations. He has organized and led numerous SWAT courses and has hosted the SWAT Commanders meetings, bringing together leaders from various federal, state, and local agencies.Throughout his career, Jessie has worked extensively in multi-agency task forces and joint operations, both domestically and abroad. He has trained internationally with several different law enforcement and security entities, enhancing his operational insight and instructional reach on a global scale.In the private sector, Jessie teaches a variety of courses ranging from basic self-defense, firearms safety, and shooting fundamentals to more advanced tactical and security officer training. He holds a Bachelor’s degree in Criminal Justice from Union Institute and University.
JONATHAN MENOCAL
Jonathan Menocal is an active law enforcement officer with one of South Florida’s largest agencies and currently serves on their full-time Special Response Team. He brings extensive tactical expertise, combining real-world experience from both law enforcement and the private security sector.Jonathan is a certified NRA and FDLE firearms instructor, delivering instruction in tactical and advanced firearms courses. His operational knowledge includes special response tactics, high-risk warrant service, incident containment, rapid deployment, and active shooter response.A skilled and disciplined marksman, Jonathan is also an accomplished competitive shooter. He holds the rank of Grand Master in the USPSA Limited Optics Division one of the highest distinctions in the sport.He holds a Bachelor’s degree in Criminal Justice from Florida International University and continues to contribute to the field through both service and instruction.

Jesus “Jessie” Menocal Jr. brings over a decade of combined law enforcement, tactical instruction, and elite fitness experience to Menocal Training. A former Police Sergeant, SWAT Team Leader, and Law Enforcement Officer, Jessie also served as a certified FDLE Firearms and Defensive Tactics Instructor, training recruits and officers in high-stress, real-world scenarios. He holds a Bachelor of Science in Criminal Justice and is an active ISSA Elite Trainer, specializing in tactical strength and conditioning. Jessie is also a certified NRA Instructor and an active competitive shooter. In addition to his domestic experience, Jessie has taught internationally for various government and private entities, conducting multiple training missions in South America for elite tactical units. A proven tactical athlete, he has competed in the Tactical Games and earned top finishes in Spartan DEKA Mile, Spartan DEKA Strong, and multiple 5K races. His training philosophy combines real-world tactical experience with elite athleticism, helping clients and students develop the physical, mental, and technical skills necessary to perform at the highest level on the range, in competition, and in life.
David Palma
David Palma is an active law enforcement officer with one of the largest local law enforcement agencies in South Florida and is currently assigned to their special response team. He has trained under Menocal International Training for 6 years prior to becoming an assistant instructor and has demonstrated he is not only proficient with his firearms skills, but an effective instructor as well. David is certified in Special Response Team, Priority Response Team, Incident Containment Team , and Active shooter/threat. David is an active competitive shooter in USPSA where he holds the rank of A class in the Limited Optic Division.
Ignacio Menocal
Ignacio “Iggy” Menocal has over 35 years of active law enforcement experience. He is an active law enforcement officer with a municipality in South Florida. During his career, Iggy has been a member of his department’s K-9 team, special response team as well as other specialized units. He has broad knowledge and experience in the field of law enforcement. Iggy has been an active instructor for the Police Academy for many years and specializes in firearms training, defensive tactics, active shooter, tactical training and security officer training. He is a NRA certified firearms instructor.
Jessica Menocal
Jessica Menocal-Mejia is an active law enforcement officer serving with a municipal agency in South Florida. In addition to her duties, she is a certified FDLE instructor and regularly teaches at the college level, including courses for new police recruits. Jessica also provides instruction in concealed weapons permits, one-on-one shooting fundamentals, and serves as a range safety officer.Raised in a law enforcement family, Jessica is an avid hunter and a skilled markswoman with over 25 years of experience in both disciplines. She brings a valuable female perspective to the firearms training world, backed by her extensive knowledge, hands-on experience, and passion for the profession. Jessica is well-versed in firearms nomenclature, safety protocols, and practical shooting techniques. She is also a certified NRA firearms instructor.
